We assembled a team of legal, utility, business, government and other advisors to help draft a Proposal for Ottawa County to stop the closure of the J.H. Campbell Generating Plant, which provides reliable electricity at a reasonable cost to around one million residents in the region. A county has the legal right to municipalize electric utilities within the county, and then to transfer its electric utility ownership over to a member-owned electric cooperative. The cooperative could own the Campbell Plant, but contract with Consumers Energy for the other electric assets and their maintenance. The most viable method for this to happen is via a “home rule” county charter. All of this said, ultimately we are dependent upon God as to whether this effort succeeds or fails.
